The BUDI95 subsidy scheme is finally here, and Malaysians are getting ready to enjoy RON95 petrol at RM1.99 per litre.
We’ve talked about what it is in our previous article regarding the step-by-step guide on using the subsidy with TnG E-Wallet.
Now, for PETRONAS customers, the Setel app is one of the easiest ways to tap into the programme.
It blends the usual benefits of cashless payments with the added bonus of skipping queues and tracking your monthly quota.
Why Setel Works Well with BUDI95
What makes Setel appealing is how seamlessly it integrates with the pump.
You can verify your MyKad once, and from then on, you no longer need to pull it out every time you refuel. Everything is handled through the app. That means you stay in your vehicle, activate the pump from your phone, and just start filling up.
The app also gives you a clear view of your BUDI95 balance.
Everyone gets 300 litres per month under the scheme, resetting on the first of each month. Once you hit that quota, you will be charged the regular pump price of RM2.60.
If you drive for e-hailing, you can request a larger allocation, but for most motorists, the 300 litres should go a long way.
And since this is PETRONAS, fuelling with Setel also earns you Mesra Rewards points. In fact, with BUDI95, you can earn up to three times the usual amount.
Checking Your Eligibility
From 25 September onwards, drivers can start checking their eligibility inside the app. The process is straightforward:
-
Open Setel and tap on the BUDI95 option.
-
Select “Check eligibility.” (You will need a verified Setel account first.)
-
If you qualify, your eligible balance will appear right there in the app.
Account verification, or eKYC, is a one-time process. It asks you to scan your MyKad, take a selfie, and submit some basic details. Once that is done, the app unlocks instant eligibility checks and smoother transactions.

Step by Step: Using Setel with BUDI95
Fuel by Vehicle
Here’s what it looks like in practice when you’re ready to refuel:
- Launch Setel and log in.
- Tap on BUDI95.
- Pick your pump number.
- Confirm the amount you want to spend.
- Pay directly in the app.
- The pump activates, and you start refuelling straight from your car.
One Tap Fuelling
- When you arrive at the station, open the Setel app and tap on “View all.”
- Select the “One-tap fuelling” option.
- Pick your fuel type and the amount you want, then switch on the “Use BUDI95” option.
- Go back to the homepage, choose your pump number, and you are ready to start fuelling.
Pay at the Counter
- Open the Setel app at the station and tap on “Pay.”
- Let the cashier scan your Setel code.
- Once the payment goes through, head over to your pump and start refuelling.
- When you are done, the app will automatically deduct from your BUDI95 balance.
If you prefer the old-school way, you can still pay at the counter, but the appeal of Setel is that you don’t need to get out of the driver’s seat unless you want to.
You can head over to their website to have a much more in-depth step-by-step on how to use the Setel app for BUDI95.
Setel It with TnG E-Wallet
You can also now pay with Setel via TNG E-Wallet. Here’s how to use Petronas via Setel inside TnG eWallet
Step 1
From TnG eWallet, tap the Petronas via Setel icon to open Setel or Setel mini.
Step 2
Tap Purchase Fuel. The app will auto-detect your location and nearby PETRONAS stations.
Step 3
Enter your pump number and fuel amount, select Use BUDI95 if applicable, then pay in the app.
Step 4
Once payment is confirmed, the pump will be unlocked, and you can fuel up without leaving your car.

Bringing It All Together
Setel offers a couple of flavours depending on your needs. The full app comes with every feature, while Setel Lite is a slimmed-down version with just the essentials.
If you are already a TnG E-Wallet user, the Setel mini-app inside it also lets you access the same fuelling features without downloading anything extra.
The BUDI95 subsidy is about lowering the cost of petrol. Setel makes sure you can actually enjoy that benefit without the fuss of cards, counters, or long queues.
For many Malaysians, this might be the first time they see digital payments and government subsidies tied so neatly together.
