Jelawang Capital has opened applications for the second cohort of its Emerging Fund Managers’ Programme, introducing a rolling submission model that allows year-round entries.
The programme is supported under Dana Impak, an initiative by Khazanah Nasional, and is run by its subsidiary, Jelawang Capital, Malaysia’s national fund-of-funds.
Through the programme, Jelawang invests in Malaysian venture capital fund managers to support early-stage investment activity.

Khazanah Managing Director Dato’ Amirul Feisal Wan Zahir said,
“We are pleased to invite applications for the EMP second cohort 2026, now enhanced with all-year round submissions.
Since the selection of the first three EMP fund managers in June 2025, we are encouraged by the early progress, including attracting more than RM30 million from other capital providers beyond Jelawang’s commitments and collectively deploying over RM60 million across more than ten early-stage companies, the majority of which are Malaysian startups.”
The latest cohort introduces several changes, including continuous applications through a rolling request for proposals, a streamlined submission process, a lower minimum fund size for pre-seed and seed strategies, and greater flexibility for managers still in the early stages of fundraising.
The programme is open to Malaysian general partners based locally or overseas, provided at least 30 percent shareholding is held by a Malaysian key person.
Applicants raising their first, second, or third fund are assessed on fundraising progress, team structure, incentive alignment, and their ability to attract quality limited partners.
The first cohort selected Vynn Capital, Kairous Capital, and First Move, which have collectively deployed more than RM60 million across over ten early-stage companies, most of them Malaysian startups.
According to Khazanah, the initiative sits within its RM1.0 billion commitment to the government’s GEAR-uP programme, part of a broader RM120 billion mobilisation effort led by the Ministry of Finance Malaysia to support venture capital growth and mid-tier companies.
