Bank Negara Malaysia (BNM) has opened applications for its latest Green Lane sandbox cohort, giving eligible financial institutions until 31 July 2026 to submit fintech testing proposals.
The application window, which opened on 1 July, is aimed mainly at licensed financial institutions, including banks, development financial institutions, insurers, takaful operators and money services businesses.
BNM introduced the Green Lane in 2024 as an accelerated track for financial institutions with strong risk management, governance and compliance capabilities.
The track is meant to help eligible institutions test financial technology solutions that may face regulatory barriers, while still operating within BNM’s sandbox safeguards.

Under the latest cohort, applicants must submit details of the proposed solutions, including the business model, target users, relevant regulatory issues and planned testing timeline.
They must also assess the expected financial loss cap across all proposed solutions.
Testing under the BNM sandbox will be limited to 20,000 customers over a 12-month period.
Institutions applying for the Green Lane will undergo a one-off institutional assessment.
Approved participants may then use a simplified registration process before testing each new solution.
Applications must be sent to fintech@bnm.gov.my by 31 July 2026 with the required supporting information.
Non-financial institutions, including fintech companies, are not eligible to apply directly for the Green Lane.
They may instead apply through the Standard Sandbox track or work with eligible financial institutions on Green Lane solutions.
