She succeeds Rafiz Azuan Abdullah, who led PIDM for nine years, and moves into the role after 15 years managing the organisation’s resolution and crisis planning work.
The appointment follows the process set out under the PIDM Act, which requires the Minister of Finance to appoint the CEO on the recommendation of PIDM’s Board of Directors. Afiza will serve a three-year term.

“With Afiza’s strong leadership and expertise, the Board is confident that her appointment will provide a seamless transition and continuity in PIDM’s critical work to advance resolution readiness and crisis preparedness,” said Datuk Abu Huraira Abu Yazid, Chairman of PIDM. “Her progression from within the organisation reflects the strength of our leadership pipeline.”
Abu Huraira also thanked Rafiz Azuan for what he called nine years of exemplary leadership, saying his stewardship leaves PIDM well positioned for the future.
Afiza brings more than two decades of experience across banking and insurance, spanning financial regulation, policy development, crisis management and resolution.
She joined PIDM in 2011, was appointed General Manager, Policy and International in 2016, and became Executive Vice President, Resolution in 2022.
She helped operationalise PIDM’s Recovery and Resolution Planning framework with Bank Negara Malaysia, and strengthened coordination among the country’s financial safety net players through crisis simulations.
Her earlier work included enhancements to PIDM’s risk-based Differential Levy Systems under the Takaful and Insurance Benefits Protection System.
Before joining PIDM, Afiza spent almost a decade at Bank Negara Malaysia, contributing to prudential policy and the modernisation of the Central Bank of Malaysia Act 2009.
She has also held leadership roles internationally, including Vice Chairperson of the International Association of Deposit Insurers’ Asia-Pacific Regional Committee since 2024, and previously chaired the International Forum of Insurance Guarantee Schemes in 2022.
