Malaysian small businesses are getting a digital boost as Shopee rolls out the RM50 million Shopee Rai Lokal MSME Growth Package to help them scale online.
The initiative equips local entrepreneurs with the tools, training, and incentives needed to build sustainable e-commerce businesses.
It also supports the government’s efforts to promote Malaysian products and expand inclusive participation in the digital economy.
Under the programme, new sellers will receive commission fee waivers of up to RM2,000, while both new and existing MSMEs will benefit from platform support fee waivers.
Shopee is also offering a complimentary six-month trial of its Fulfilled-by-Shopee (FBS) service, which includes faster same-day or next-day deliveries, a 30-day return-to-seller fee waiver, free storage support, and Guaranteed Day-to-Ship compliance to improve fulfilment efficiency.
New sellers will get free enrollment in the Shopee Cashback Programme for up to 120 days and RM60 ad credit vouchers to boost store visibility.
Sellers using Shopee’s new GMV Max feature will also be eligible for the Return on Ad Spend (ROAS) Protection Programme, which grants free ad credits if their targeted ROAS is not met.
Shopee is further expanding opportunities for local businesses through the Shopee International Platform and Direct Programme, which leverage Shopee’s logistics and payments infrastructure to connect MSMEs with buyers in Singapore, Thailand, and the Philippines.
Financial flexibility is also available via SLoan for Sellers, a revolving loan facility that provides entrepreneurs with access to capital for inventory, operations, and growth.

“The Ministry warmly welcomes Shopee’s commitment through the RM50 million Shopee Rai Lokal MSME Growth Package, which aligns with the Government’s aspiration under Budget 2026 that allocates RM20 million for the Buy Malaysian Products initiative.
It is also in tandem with KPDN’s Buy Malaysian Products central theme for 2025, which is ‘Jom Beli Lokal’. All initiatives reflect our shared determination to empower local entrepreneurs to grow and remain competitive in the digital economy era.”
said YB Datuk Armizan Mohd Ali, Minister of Domestic Trade and Cost of Living (KPDN).

“As we celebrate Shopee’s 10th year in Malaysia, our focus remains unchanged — to support and uplift local MSMEs in practical, meaningful ways.
With this Shopee Rai Lokal growth package, we are strengthening our commitment to helping sellers build resilient businesses, access the right tools, and grow sustainably online. We will continue working closely with our local seller community — walking alongside them as partners in their long-term success.”
said Saovanee Chan-Somchit, Country Director, Shopee Malaysia.
