SC Returned RM1.98M to 239 Investors Through Enforcement Actions

The Securities Commission Malaysia (SC) returned RM1.98 million to 239 investors in 2025 through enforcement action against capital market offences.

The SC has allocated a further RM8.6 million for restitution involving 933 investors, Second Finance Minister Datuk Seri Amir Hamzah Azizan told the Dewan Rakyat on 8 October, as reported by Bernama.

Amir Hamzah said the figures reflect the regulator’s efforts to protect investors and maintain the integrity of Malaysia’s capital market.

    SC enforcement record for 2025

The SC secured nine criminal convictions in 2025, with courts imposing fines totalling RM13.1 million.

Civil enforcement actions resulted in court orders for the disgorgement of illegal profits and civil penalties totalling RM2.1 million. Regulatory settlements generated a further RM9.08 million, Amir Hamzah said.

He was responding to a supplementary question from Khoo Poay Tiong (PH-Kota Melaka), who asked about the SC’s track record in tackling what the MP described as “corporate mafia” activities.

Joint action against online investment scams

Between 2024 and 2025, the SC and the Malaysian Communications and Multimedia Commission (MCMC) blocked or suspended 328 websites, 388 Telegram accounts and 60 telephone numbers linked to financial fraud and fraudulent investment schemes.

The SC has previously warned the public about pre-IPO investment scams targeting prospective Bursa Malaysia investors.

Responding to an earlier question from Datuk Awang Hashim (PN-Pendang) about the division of responsibilities between the SC and other regulators, Amir Hamzah said the government assigns each agency its responsibilities under the relevant legislation.

When jurisdictions overlap, the agencies share information, refer cases and coordinate investigations and enforcement actions.

The SC also participates in several national coordination platforms, including the National Anti-Financial Crime Centre (NFCC), the National Coordination Committee to Counter Money Laundering (NCC) and the National Scam Response Centre (NSRC), whose structure was strengthened in March 2026.
